When you select the Manage Widget tab, the page will be blank, as you do not have the ability to create any widget layouts.
If you have Author or Editor access to any dashboards, those will be listed here. Please refer to the Manage Widgets options for Dashboard Author (or) Manage Widgets options for Dashboard Editor section for more details.
